Launched officially in November 2023, JustRestart is Belgium’s digital platform for collective debt settlement (règlement collectif de dettes) — the procedure that helps over-indebted citizens regain financial stability under judicial supervision.

Developed as the successor to multiple fragmented legacy tools, the platform provides a single national system that connects courts, mediators, debtors, and creditors through secure digital exchanges.

Adilea acts as product and program manager on behalf of the institutional stakeholders, ensuring that development, governance, support, and compliance remain aligned.

Our mission

Adilea acted as programme orchestrator and product overseer, responsible for aligning the multiple streams involved in the platform’s go-live:

  • Supervision of software development — ensuring that the contracted developer delivered according to functional, security, and performance requirements.
  • Operational readiness assessment — reviewing processes, documentation, and user pathways before launch.
  • Stakeholder alignment — coordinating the Ministry, bar associations, IT provider, and service desk.
  • Launch planning and execution — managing the national rollout and communications plan.
  • Hypercare management — leading the stabilisation phase post-launch and monitoring early usage indicators.

Our approach combined technical governance with change management, ensuring not only that the system worked — but that the ecosystem around it worked too.

What we delivered

Governance and oversight : Adilea established a clear chain of accountability between the developer, institutional stakeholders, and support operators. We introduced weekly operational reviews, QA checkpoints, and a release-acceptance process that turned chaotic development cycles into structured, auditable ones.

Launch preparation : We coordinated the go-live readiness plan, covering user communication, cut-over procedures, and contingency protocols. Adilea ensured that all parties — from mediators to IT support — were aligned on D-day operations.

Hypercare leadership : In the weeks following launch, Adilea managed the hypercare phase: triaging incidents, ensuring critical issues were resolved rapidly, and communicating transparently with all parties. Within three months, ticket volume stabilised and user satisfaction rose sharply.

Transition to normal operations : Once stability was reached, Adilea oversaw the transition from project to steady-state governance, establishing a release calendar, KPIs, and post-launch improvement backlog.
