Role of Adilea: Product & Program Management, Governance, Change Coordination, Platform Evolution

Period: Since 2021 (ongoing support and development)

RegSol is Belgium’s national platform for managing insolvency proceedings — a secure digital environment where courts, curators, debtors, and creditors interact.

Launched in 2017 and entering a new development cycle in 2021, the platform is now a mature collaboration system serving thousands of professionals and processing millions of legal documents annually.

Adilea was entrusted to consolidate the governance model, streamline delivery, and manage product evolution — ensuring that the system remained operationally reliable while adapting to new legislation and user expectations.

Our mission

When Adilea took the program lead, the challenge was clear: keep the engine running for thousands of users while re-engineering the way the platform evolves.

We stepped in to:

  • Reinforce release management and quality assurance between the software house and institutional stakeholders.
  • Establish a structured change process, with prioritization and acceptance criteria managed in Jira.
  • Coordinate multi-party governance, aligning technical, legal, and operational actors.
  • Define and monitor KPIs for usage, performance, and service desk efficiency.
  • Ensure clear communication across all actors: bar associations, courts, and ministry representatives.

Our approach balanced stability and evolution, allowing continuous improvement without service interruption — a must in a legal context.

What we delivered

Governance and process clarity : Adilea formalized the governance cycle between the Ministry, the bar associations, and the development team — establishing a shared backlog, bi-monthly steering committees, and transparent change tracking.

Release and deployment management : We introduced controlled release cadences (quarterly major releases, monthly patches) with exhaustive documentation and automated deployment testing. Product evolution

Product evolution :

Data governance and reporting : We structured operational dashboards that track incident trends, user satisfaction, and compliance with contractual SLAs.

Results

  • Stability achieved: a dramatic drop in emergency releases compared with 2020.
  • Predictable delivery: >90% of change requests implemented within planned cycles.
  • User confidence: survey feedback from bar associations confirmed improved reliability and communication.
  • Sustainable roadmap: RegSol now operates with a clear product vision extending to years ahead, with continuous functional and security upgrades.

What makes it special

RegSol is not just another IT system — it’s a living collaboration platform that connects legal professionals, courts, and citizens in one process-driven environment. Its complexity lies in its dual nature:

  • Technical: large-scale document and signature management in a secure EU-hosted infrastructure.
  • Institutional: governed by multiple independent stakeholders with shared accountability.

Adilea’s added value is to bridge both worlds — translating law into logic, and governance into daily operations.

Technologies and compliance

  • Hosting: ISO 27001-certified EU data centres (Belgium)
  • Framework: modular web application with secure REST interfaces
  • Security: WAF, IDS, role-based access, TLS 1.3 encryption
  • Privacy: GDPR and eIDAS compliance
  • Monitoring: real-time service and performance dashboards

Lessons learned

From RegSol, Adilea gained a blueprint for managing mission-critical national registers:

  • Governance matters more than code — clarity beats complexity.
  • User trust grows from transparency, not promises.
  • Change management must be continuous, not reactive.
  • Sustainable operations depend on clear ownership and documented processes.

These lessons now guide our approach in newer platforms, where the same balance of reliability and innovation is key.
